The current situation is abuse of the regulations. The GOA study (on H1-B) cannot give a recomendenation as they admit in their report they have no process of tracking outcome, therefore I suggest they listen to the American workforce effected by the long term effects this policy has had. A point to note is a company doesn't have to follow the rules unless they are "H1-B" dependent. There's a loophole... So if you have 40% of your labor going to H1-B, I don't have to follow the current regs, I can pay them as I see fit.
